Context and objectives of the call for projects
The French Embassy in Canada is launching a call for projects to support the creation of dual degree agreements between French higher education institutions and Canadian post-secondary institutions outside the province of Quebec. In 2025, in support of Franco-Canadian university cooperation, the Service de Coopération et d’Action Culturelle will support a project for the creation of a dual degree at Bachelor’s or Master’s level, all fields of study included.
Airline ticket reservations and payment of 5 perdiem will be made directly by the operator of the Service de coopération et d’action culturelle of the French Embassy in Canada.
This call for projects is part of the Service de Coopération et d’Action Culturelle‘s strategy to build structured, long-term institutional partnerships between French and Canadian institutions, and to encourage reciprocal student mobility.
Eligibility requirements
This call is open to permanent staff of higher education institutions who are elaborating a dual-degree between a post-secondary institution in Canada outside the province of Quebec and a French higher education institution.
The project should involve the international relations departments of the Canadian and French institutions, and be part of a structured bilateral framework.
The position encourages institutions to consider mobility in team: a professor/researcher and a member of the administrative staff from the international relations department.
Criteria for the project selection
Special attention will be paid to the quality of the project presentation, the involvement of the project leaders on both sides, the presence of teaching and administrative staff, and the involvement of the governance of the institutions in France and Canada. Additional attention will be given to projects that include promotion (communication) and an analysis of future developments and expected impact, in particular the expected number of students impacted per year.
Financial support
The French Embassy’s contribution will cover a round-trip economy-class flight between France and Canada, as well as living expenses (per diem) in Canada or France for 5 days for two representatives of the institution. Airplane tickets will be booked directly by the Service de coopération et d’action culturelle of the French Embassy in Canada.

The deadline for submission is June 16th, 2025.
Shortlisted applicants will be invited to present their projects during a virtual meeting with embassy representatives during the week of June 23rd.
Documents to be submitted
- Letter of support for the project from the institution’s French or Canadian international relations department
- Any document showing the articulation of the partnership (framework agreement, projects already implemented between the two institutions, etc.)
- CV of the academic project leader in France
- CV of the academic project leader in Canada
- Expected program and mission dates
Schedule
- Call for projects open: May 16th, 2025
- Deadline for the call for projects: June 16th, 2025
- Presentation of projects by shortlisted candidates: week of June 23rd, 2025
- Publication of the results: June 30th, 2025
- Mobility period: until December 31st, 2025
- Deadline for sending mission reports to SCAC: Maximum 30 days after the mission.
